  • Do the SEO basics with clean code, sitemaps and solid keyword research
  • Advertise in Google AdWords, other search engines and well-targeted placements on popular websites
  • Use other Google tools such as Google Analytics and Google Places

It’s complex, but can be executed with even smaller budgets.  You should put as much of your marketing budget into SEM as possible.  It’s easily understood these days that if you can’t be found in the search engines, you’re missing a lot of potential people who want to find what you have to offer.
